Updated on 07.02.2016 at 10.24pmസര്‍ക്കാര്‍ ജീവനക്കാരുടെയും അധ്യാപകരുടെയും ശമ്പളപരിഷ്‌കരണം സംബന്ധിച്ച് മന്ത്രിസഭ തീരുമെടുത്തു. ഫിബ്രവരിയിലെ ശമ്പളം മുതല്‍ പുതിയ ശമ്പളം നല്കാനും മന്ത്രിസഭ തീരുമാനിച്ചു. പരിഷ്‌കരിച്ച ശമ്പളത്തിനും പെന്‍ഷനും 2014 ജൂലായ് ഒന്നു മുതല്‍ പ്രാബല്യമുണ്ടാകും. കുടിശ്ശിക പി.എഫില്‍ ലയിപ്പിക്കുന്നതിനു പകരം പി.എഫ്. നിരക്കിലെ പലിശ സഹിതം 2017 ഏപ്രില്‍ ഒന്നുമുതല്‍ നാല് അര്‍ധവാര്‍ഷിക ഗഡുക്കളായി നല്കും. മാര്‍ച്ച് ഒന്നു മുതല്‍ ജീവനക്കാരുടെ ശമ്പളത്തില്‍ 2000 മുതല്‍ 12,000വരെ രൂപയുടെവര്‍ദ്ധനയാണുണ്ടാവുക. പത്തുവര്‍ഷത്തിലൊരിക്കല്‍ ശമ്പളം പരിഷ്‌കരിച്ചാല്‍ മതിയെന്ന ശുപാര്‍ശ സര്‍ക്കാര്‍ അംഗീകരിച്ചില്ല.
കമ്മീഷന്‍ ശുപാര്‍ശകളില്‍ പ്രധാനമായും മൂന്നു മാറ്റങ്ങളാണ് സര്‍ക്കാര്‍ വരുത്തിയത്. മാസ്റ്റര്‍ സ്കെയിലില് ശുപാര്‍ശ ചെയ്തിരുന്ന 17,000 എന്ന അടിസ്ഥാന ശമ്പളം 16,500 രൂപയാക്കിക്കുറച്ചു. ശമ്പളപരിഷ്‌കരണ തീയതിക്ക് മുമ്പ് സര്‍വീസിലുള്ളവര്‍ക്ക് ഇത് ബാധകമാവില്ല. ടൈം സ്‌കെയിലുകളില്‍ കമ്മിഷന്‍ ശുപാര്‍ശ ചെയ്ത പൊതു ഫോര്‍മുലയ്ക്ക് അനുസൃതമായി മാറ്റം വരുത്തി. കമ്മിഷന്‍ ശുപാര്‍ശ ചെയ്ത സ്‌കെയില്‍ ഉയര്‍ത്തി നല്‍കല്‍ നിലവിലെ സ്‌കെയിലായ 24,040 -38,840 സ്‌കെയിലുകളില്‍ മാത്രമായി പരിമിതപ്പെടുത്തി. ഇവര്‍ക്കും ഒരു ഉയര്‍ത്തല്‍ മാത്രമേ നല്‍കൂ. ഇതിന് മുകളിലുള്ള സ്‌കെയിലുകളില്‍ വര്‍ദ്ധന അനുവദിക്കില്ല.
ശമ്പള പരിഷ്‌കരണ റിപ്പോര്‍ട്ടിലെ ഹയര്‍ഗ്രേഡുകളൊന്നും സര്‍ക്കാര്‍ അംഗീകരിച്ചില്ല. നിലവിലുള്ള ഹയര്‍ ഗ്രേഡുകളിലെ ശുപാര്‍ശ ചെയ്ത വര്‍ധന 2:1 (കുറഞ്ഞ സ്‌കെയിലുകള്‍ക്ക്), 3:1 (ഉയര്‍ന്ന സ്‌കെയിലുകള്‍ക്ക്, 24,040 - 38,840 മുതല്‍) എന്നിങ്ങനെ പരിമിതപ്പെടുത്തി. സ്‌കെയില്‍ വര്‍ധനവും ആനുപാതിക വര്‍ധനവും ഒരുമിച്ച് ശുപാര്‍ശചെയ്ത കേസുകളില്‍ സ്‌കെയിലെ വര്‍ദ്ധന ഒരു തട്ടില്‍ മാത്രമാണ് അനുവദിച്ചത്. ഈ നിര്‍ദ്ദേശങ്ങളിലൂടെ അധിക ചെലവിലെ 900 കോടി കുറക്കാനായതായി മുഖ്യമന്ത്രി അറിയിച്ചു.

- HRA, CCA ഇവ കമ്മീഷന്‍ ശുപാര്‍ശ പ്രകാരം. (HRA ശുപാര്‍ശ ചുവടെ)
- 2014 മുതലുള്ള കുടിശിക നാല് ഇന്‍സ്റ്റാള്‍മെന്റായി നല്കും.ഈ കുടിശികയ്ക്ക് PF നിരക്കില്‍ പലിശ
- ദിവസ വേതനത്തിലും വര്‍ദ്ധന. ആ തസ്തികയുടെ കുറഞ്ഞ അടിസ്ഥാന ശമ്പളത്തിന് ആനുപാതികമായിരിക്കും പുതിയ ദിവസവേതനം

കമ്മീഷന്‍ ശുപാര്‍ശകളില്‍ പ്രധാനമായും മൂന്നു മാറ്റങ്ങളാണ് സര്‍ക്കാര്‍ വരുത്തിയത്. മാസ്റ്റര്‍ സ്കെയിലില് ശുപാര്‍ശ ചെയ്തിരുന്ന 17,000 എന്ന അടിസ്ഥാന ശമ്പളം 16,500 രൂപയാക്കിക്കുറച്ചു. ശമ്പളപരിഷ്‌കരണ തീയതിക്ക് മുമ്പ് സര്‍വീസിലുള്ളവര്‍ക്ക് ഇത് ബാധകമാവില്ല. ടൈം സ്‌കെയിലുകളില്‍ കമ്മിഷന്‍ ശുപാര്‍ശ ചെയ്ത പൊതു ഫോര്‍മുലയ്ക്ക് അനുസൃതമായി മാറ്റം വരുത്തി. കമ്മിഷന്‍ ശുപാര്‍ശ ചെയ്ത സ്‌കെയില്‍ ഉയര്‍ത്തി നല്‍കല്‍ നിലവിലെ സ്‌കെയിലായ 24,040 -38,840 സ്‌കെയിലുകളില്‍ മാത്രമായി പരിമിതപ്പെടുത്തി. ഇവര്‍ക്കും ഒരു ഉയര്‍ത്തല്‍ മാത്രമേ നല്‍കൂ. ഇതിന് മുകളിലുള്ള സ്‌കെയിലുകളില്‍ വര്‍ദ്ധന അനുവദിക്കില്ല.

മറ്റുതീരുമാനങ്ങള്‍:
- വീട്ടുവാടക അടക്കം മുഴുവന്‍ അലവന്‍സുകളും കമ്മീഷന്‍ ശുപാര്‍ശചെയ്ത അതേ നിരക്കില്‍ നല്കും.
- സ്പെഷ്യല് അലവന്‍സ് റിസ്ക് അലവന്‍സ് എന്നിവയില്‍ ശുപാര്‍ശയില്‍ നിന്ന് 10 ശതമാനം വാര്‍ഷിക വര്‍ദ്ധന.
- പെന്‍ഷന്‍കാരുടെ മെഡിക്കല്‍ ഇന്‍ഷുറന്‍സ് പദ്ധതിക്ക് അംഗീകാരം. വിശദാംശങ്ങള്‍ ധനവകുപ്പ് തീരുമാനിക്കും.
- പുതുക്കിയ ശമ്പളത്തോടൊപ്പം 2015 ജനവരി ഒന്നുമുതലുള്ള 3 % ഉം 2015 ജൂലായ് മുതലുള്ള 6% ഉം ക്ഷാമബത്തയും.
- ഇതാദ്യമായി പെന്ഷന് കുടിശ്ശികയ്ക്ക് പലിശ.
- ലീവ് സറണ്ടര്‍, എല്‍.ടി.സി എന്നിവ തുടരും.
- ശമ്പളത്തിന് 12% ഫിറ്റ്മെന്റ് ബെനിഫിറ്റ് (മിനിമം ബെനിഫിറ്റ് 2000രൂപ) ഒരോ വര്‍ഷ സര്‍വ്വീസിനും അരശതമാനം വെയിറ്റേജ്.
- പെന്ഷന് 18% ഫിറ്റ്മെന്റ് ബെനിഫിറ്റ്.
- ഡി.സി.ആര്‍.ജി പരിധി ഏഴില്‍ നിന്ന് 14 ലക്ഷമാക്കി.
- മറ്റ് പെന്ഷന് ആനുകൂല്യങ്ങള്‍ തുടരും.
- എക്‌സ്‌ഗ്രേഷ്യാ പെന്‍ഷന്‍കാര്‍ക്ക് ഡി.ആറും കുടുംബപെന്‍ഷനും പുതുതായി അനുവദിക്കും.
- സമയബന്ധിത ഹയര്‍ ഗ്രേഡ് പ്രൊമോഷന്റെ കാലപരിധി നിലവിലുള്ള രീതിയില്‍ തുടരും.
- ശമ്പളം നിര്‍ണയിക്കുമ്പോള്‍ ഇത്തരം പ്രൊമോഷനുകള്‍ക്കും സാധാരണ പ്രൊമോഷന്റെ ശമ്പളനിര്‍ണയ ആനുകൂല്യങ്ങള്‍ നല്കും.
- അവയവമാറ്റത്തിന് വിധേയരാകുന്ന ജീവനക്കാര്‍ക്ക് പുതുതായി 90 ദിവസത്തെ പ്രത്യേക അവധി.
- ആരോഗ്യ വകുപ്പിലെ ഡോക്ടര്‍മാര്‍ക്ക് സ്‌പെഷല്‍പേ സമ്പ്രദായംതുടരും.
- പരാതി പരിശോധിക്കാന്‍ അനോമലി സെല്‍.

Sir I joined service as hsa on 17/2/2012 and my basic on 1/7/2014 was 16180 and on 1/2/2015 was 16580 got promoted as hsst junior on 11/11/2015 and fixed my salary using 28th A option B as 17860 option date was 1/2/2016 ,sir what will be my basic on 1/2/2016, 33900 or 34800 whether we can use option b now also

Sir I joined my govt service as hsa on 17 / 2/2012, my basic pay on 1/7/2014 was 16180.got appointment as hsst junior on 11/11/2015.fixed my pay as 17860 on increment date 1/2/2016 based on 28A option B. Option date was 1/2/2016. What will be my basic on 1/2/2016.
സഫീക് സാറിന്റെ സോഫ്റ്റ്‌വെയറില്‍ BROKEN SERVICE enter ചെയ്തപ്പോള്‍ 7 മാസം വരേണ്ട സ്ഥാനത്തു 327 ദിവസം ആണ് വരുന്നത് . സോഫ്റ്റ്‌വെയറിലെ ഈ bug ശരിയാക്കുകയോ വേറെ മാര്‍ഗം പറയുകയോ ചെയ്യാമോ .

Fix your LDC revised pay in new scale and if the revised pay is more than the minimum of HSA Revised scale, then the pay will be protected in HSA post. Otherwise fix the minimum of HSA revised scale on date joining as HSA

Its not software bug. but due to your system date foramat. Set your regional language as English UK then check again
പുതിയ ശമ്പള പരിഷ്ക്കരണ ഉത്ത്തരവ് അനുസരിച്ച് lab, library, I T എന്നിവ കൈകാര്യം ചെയ്യുന്ന അദ്ധ്യാപകര്‍ക്ക് നല്കിവരുന്ന 200 രൂപ എത്രയായി ഉയര്‍ത്തി എന്ന് അറിയാന്‍ താല്‍പ്പര്യം ഉണ്ട്. ദയവായി മറുപടി എഴുതുക.

കണക്കാക്കി നോക്കുമ്പോള്‍ 01-07-14 ന് 17420 രൂപാ വാങ്ങിയവരുടേത്
34800എന്നും 16180 വാങ്ങിയവരുടേത് 33100 എന്നും കാണുന്നു. 01-09-14
ആകുമ്പോള്‍ 16180 വാങ്ങിയവരുടേത് 35700 എന്നും ആകുന്നു. ഫിക്സേഷന് മുമ്പ്
01-07-15 ന് കൂടുതല്‍ സാലറി വാങ്ങിയിരുന്നവര്‍ ഇപ്പോള്‍ പുറകിലായതായി
കാണുന്നു. ഇക്കാര്യത്തിന് എന്നെ സാഹായിക്കുമോ

പേ റിവിഷന്‍ സോഫ്റ്റ്‌വെയറുകള്‍ നിരവധി വന്നെങ്കിലും കൂടുതല്‍ നന്നായി തോന്നിയത് ഷഫീഖ് സാറിന്റെത് തന്നെയാണ. എങ്കിലും അരിയര്‍ സ്റ്റേറ്റ്മെന്റ് കൂടി കിട്ടുന്ന വിധത്തില്‍ അപ്ഡേറ്റ് ചെയ്തിരുന്നെങ്കില്‍ നന്നായിരുന്നു. അനുകൂലമായ തീരുമാനം പ്രതീക്ഷിച്ചു കൊണ്ട്

There are many limitation for providing arrears statement.
1. You have to enter many details for arrears calculation
2. The bill may varry due to HPL, CML, Dies non, Lwa etc.
3. Allowances may change from one place to another and leave ...
4. Hence there will be provision for manual correction before printing..
5. Further the users never do as per the user guide and blame to software ... that its time consuming, not correct, and so on....
6. Further the main thing is About 240 data to be additionally recorded for each employee for arrears calaculation..

As per the GO Existing Scale of Pay is the scale of pay immediately
prior to 01/07/2014. Further clarified that all promotions and grade on or after 1/7/14 will be in the revised scale. Considering the two above, its clear that if any one got promotion or grade on 1/7/14 then his pay before grade/promotion is to be revised first and after revise the grade in the new scale..

01-12-1998 തിയ്യതിയില്‍ എന്നോടൊപ്പം 400 ഓളം പേര്
സര്‍വ്വീസില്‍ പ്രവേശിച്ചിട്ടുണ്ട്. ഇതില്‍ പകുതിയോളം പേരുടെ
ഇന്ക്രിമെന്റ് തിയ്യതി 01-07-14 ആണ് . കുറച്ച് പേരുടേത് 01-09-14.
ഈ തിയ്യതികളിൽ തന്നെയാണ് 15 വര്‍ഷ ഗ്രേഡ് option നും.
01-07-14 കാരുടെ ഇൻക്രിമെന്റിന് ശേഷമുള്ള ശമ്പളം 16580 രൂപയാണ്. 01-09-14 കാരുടേത് 16180 രൂപയും.
ഇത് പ്രകാരംPay fix ചെയ്യുമ്പോൾ രണ്ട് പേർക്കും 33100 ലഭിക്കുകയും ശേഷം ഗ്രേഡ് 01-07-14 ന് ലഭിക്കുമ്പോൾ 34800 ആവുകയും ചെയ്യുന്നു. എന്നാൽ 01-09-14 കാർക്ക് 01-09-14 ന് ഒരു ഇൻക്രിമെന്റും ഗ്രേഡിന്റെ രണ്ട് ഇൻക്രിമെൻറും ചേർത്ത് 35700 ആകുന്നു.
01-07-14 കാർക്ക് 35 700 ആകണമെങ്കിൽ 01-07-15 തിയ്യതിയിൽ എത്തണം

സര്‍ 01/08/1949 ഇല്‍ സര്‍വീസില്‍ കയറിയ ഒരു പാര്‍ട്ട് ടൈം കണ്ടിജെന്റ്റ് എമ്പ്ലോയീയുടെ പേര് അതില്‍ ആഡ് ചെയ്യാന്‍ പറ്റുന്നില്ല അവരുടെ retirement 31/08/2019 ഇല്‍ ആണ്. അത് ഒന്ന് നോക്കണേ

Option B is is applicable only in case of Promotions. In such case enter the promotion date ie 17/7/14. In case of Grade there is only 28A /37A fixation. In such cases enter the option date of Geade ie 1/9/14.

I got promotion on 01/01/2016. My increment date is 01/04/2016. Prior to implementing Pay Revision 2014, I opted the promotion fixation as per option(b) of Rule 28A and accordingly I got one increment benefit on the promotion date (01/01/2016) and two increment benefit as per Rule 28A fixation on my increment date (01/04/2016). Since the method of pay fixation is changing wef.01/02/2016, shall I get my pay fixation benefits on promotion in the same manner as I got earlier or I get the pay fixation in the new method without option facility (Rule 28A fixation on 01/01/2016 itself and refixation on 01/04/2016).
