പേ കമ്മീഷന് ശുപാര്ശ ചെയ്തിരിക്കുന്ന പുതിയ ശമ്പള സ്കെയിലില് ബേസിക് പേ തയ്യാറാക്കാനുള്ള എക്സെല്പ്രോഗ്രാം വായനക്കാരുടെ അഭ്യര്ത്ഥന മാനിച്ച് ജനാര്ദ്ദനന് മാഷ് തയ്യാറാക്കി അയച്ചു തന്നിട്ടുണ്ട്. പ്രിന്റ് എടുക്കാന് സാധിക്കുന്ന വിധത്തിലാണ് ഈ പ്രോഗ്രാമിന്റെ രൂപകല്പ്പന.താഴെയുള്ള പാരഗ്രാഫില് നിന്നും അത് ഡൗണ്ലോഡ് ചെയ്തെടുക്കാം. ഇനി ചര്ച്ചയിലേക്ക്. സംസ്ഥാന സര്ക്കാര് ജീവനക്കാര്ക്ക് 1104 രൂപ മുതല് 4490 രൂപ വരെ ശമ്പള വര്ദ്ധന ശുപാര്ശ ചെയ്യുന്ന ഒന്പതാം ശമ്പള പരിഷ്കരണ കമ്മിഷന് റിപ്പോര്ട്ട് സമര്പ്പിച്ചു.ജസ്റ്റിസ് രാജേന്ദ്രബാബുവിന്റെ നേതൃത്വത്തിലുള്ള കമ്മിഷന് ഡിസംബര് 31 ന് മുഖ്യമന്ത്രിക്കാണ് റിപ്പോര്ട്ട് സമര്പ്പിച്ചത്. ശമ്പള പരിഷ്കരണത്തിന് 2009 ജൂലായ് 1 മുതല് പ്രാബല്യമുണ്ടായിരിക്കും. 1965 കോടി രൂപയുടെ അധിക ബാദ്ധ്യതയാണ് സര്ക്കാരിന് പ്രതിവര്ഷം ഉണ്ടാവുക. അതിനിടെ ശമ്പളപരിഷ്ക്കരണം കൊണ്ട് ഏറ്റവും മെച്ചം ഹൈസ്ക്കൂള് അധ്യാപകര്ക്കാണെന്ന മാധ്യമവിലയിരുത്തലുകള് പ്രധാന ശുപാര്ശകള്ക്കൊപ്പം ചുവടെ നല്കിയിരിക്കുന്നു. ശമ്പളപരിഷ്ക്കരണവുമായി ബന്ധപ്പെട്ട് കമ്മീഷന് ശുപാര്ശ ചെയ്തിരിക്കുന്ന 27 ശമ്പളസ്കെയിലുകളുടേയും പഴയ 24 സ്കെയിലുകളുടേയും താരതമ്യത്തിനുള്ള പി.ഡി.എഫ് കോപ്പി താഴെ നിന്നും ഡൌണ്ലോഡ് ചെയ്യാം.

മുകളില് നല്കിയിരിക്കുന്ന താരതമ്യങ്ങളൊന്നും ഔദ്യോഗികമല്ല. ശമ്പളക്കമ്മീഷന് ശുപാര്ശകള് ധനകാര്യവകുപ്പും ക്യാബിനറ്റും അംഗീകരിച്ച് ഫെബ്രുവരിയോടെ മാത്രമേ പുറത്തു വരികയുള്ളു. കൂടുതല് നിര്ദ്ദേശങ്ങള്ക്കും തിരുത്തലുകള്ക്ക് വേണ്ടിയാണ് ഇത് പ്രസിദ്ധീകരിക്കുന്നത്.
ശമ്പളക്കമ്മീഷന് ശുപാര്ശകളില് ഗുണം ഹൈസ്ക്കൂള് അധ്യാപകര്ക്ക്
വിദ്യാഭ്യാസ മേഖലയില് ശമ്പള പരിഷ്കരണം കൊണ്ട് കൂടുതല് മെച്ചം ഹൈസ്കൂള് അധ്യാപകര്ക്കാണെന്നു മാതൃഭൂമി. അതിനവര് കാരണങ്ങളും നിരത്തുന്നു. 8390 എന്ന ബേസിക് ശമ്പളം 14620 ആയി വര്ധിപ്പിച്ചു. 8,16,23 വര്ഷങ്ങളിലായി നല്കിയിരുന്ന ഗ്രേഡ് 8,15,22 വര്ഷങ്ങളിലായി നല്കും. നാലാമത്തെ ഗ്രേഡ് 27-ാം വര്ഷവും ലഭിക്കും. 2000 മുതല് 3000 രൂപ വരെയായിരിക്കും അധ്യാപകരുടെ ശമ്പളത്തിലെ ശരാശരി വര്ധനയെന്ന് കണക്കാക്കുന്നു. 14620-360-14980-400-16980-440-18740-500-21240-560-23480 എന്നതാണ് ഹൈസ്കൂള് അധ്യാപകരുടെ പുതിയ സെ്കയില്. എല്.പി, യു.പി അധ്യാപകരുടെ സെ്കയിലില് ആനുപാതിക മാറ്റമുണ്ട്. 6680-10790 എന്ന എല്.പി, യു.പി. അധ്യാപകരുടെ സെ്കയില് 11620 മുതല് 18740 വരെയാകും. എന്നാല് ഇവരുടെ ഗ്രേഡ് വര്ധിപ്പിച്ചിട്ടില്ല.ഹയര് സെക്കന്ഡറി ജൂനിയര് അധ്യാപകര്ക്ക് 9190-15510 ആയിരുന്നത് 16180-27140 ആകും. സീനിയര് അധ്യാപകരുടെ സെ്കയില് 11070-18450 ആയിരുന്നത് 19240-32110 ആയി വര്ധിക്കും. ഹൈസ്കൂള് അധ്യാപകരുടെ ഗ്രേഡ് നാലായി വര്ധിപ്പിക്കണമെന്നത് അവരുടെ ദീര്ഘകാലമായുള്ള ആവശ്യമായിരുന്നു.
ഹൈസ്കൂള് അധ്യാപകരുടെ ഒഴിവുകളില് 10 ശതമാനം സര്ക്കാരിന്റെ മറ്റു വകുപ്പുകളിലുള്ളവര്ക്കായി സംവരണം ചെയ്യണമെന്ന് ശമ്പളക്കമ്മീഷന് ശുപാര്ശ ചെയ്തു. മറ്റ് സര്ക്കാര് വകുപ്പുകളില് ജോലി ചെയ്യുന്ന ബി. എഡ്. അടക്കമുള്ള യോഗ്യതയുള്ളവര്ക്കായി ഹൈസ്കൂള് അധ്യാപകരുടെ 10 ശതമാനം ഒഴിവുകള് സംവരണം ചെയ്യണമെന്നാണ് ശുപാര്ശ. ബി.എഡ്. ബിരുദധാരികളായ മറ്റ് വകുപ്പുകളിലെ ജീവനക്കാര് ദീര്ഘകാലമായി ഉന്നയിക്കുന്ന ആവശ്യമാണിത്. തങ്ങളുടെ യോഗ്യതയ്ക്കനുസൃതമായുള്ള ജോലി ചെയ്യാന് അവസരമുണ്ടാക്കണമെന്ന ഇത്തരം ജീവനക്കാരുടെ ആവശ്യം പരിഗണിച്ചാണ് ഇതനുവദിക്കുന്നതെന്ന് കമ്മീഷന്റെ ശുപാര്ശയില് പറയുന്നു.
ഹൈസ്കൂള് അധ്യാപകരുടെ നിയമനത്തില് ഇപ്പോള് ത്തന്നെ 30 ശതമാനം മാത്രമേ പൊതുമെറിറ്റില് നിന്ന് എടുക്കുന്നുള്ളൂവെന്ന പരാതി നിലനില്ക്കുമ്പോഴാണ് വീണ്ടും 10 ശതമാനം സംവരണംകൂടി വരുന്നത്. നിലവില് 30 ശതമാനം അന്തര്ജില്ലാ മാറ്റം,30 ശതമാനം പ്രൈമറി വിഭാഗത്തില് നിന്നുള്ള സ്ഥാനക്കയറ്റം, 10 ശതമാനം മിനിസ്റ്റീരിയല് വിഭാഗത്തില് നിന്നുള്ള സംവരണം എന്നിങ്ങനെ വീതം വെച്ചിരിക്കയാണ്. ഇതിനുപുറമെ വീണ്ടും അധ്യാപക തസ്തികകള് സംവരണം ചെയ്യുന്നത് ഗുണനിലവാരത്തെ ബാധിക്കുമെന്ന വിമര്ശവുമുയര്ന്നിട്ടുണ്ട്.
ഡി.ഇ.ഒയുടെ പി.എ. യുടെ തസ്തികയുടെ പേര് ജൂനിയര് അഡ്മിനിസ്ട്രേറ്റീവ് അസിസ്റ്റന്റ് എന്നാക്കി മാറ്റി. ഡി.ഇ.ഒയുടെ കനത്ത ജോലിഭാരം കണക്കിലെടുത്ത് അവരുടെ ശമ്പളവും നന്നായി വര്ധിപ്പിച്ചു. 12930-20250 ആണ് അവരുടെ പുതിയ സ്കെയില്. സമാനകാരണങ്ങളാല് ഡെപ്യൂട്ടി ഡയറക്ടര്മാരില് 20 ശതമാനം പേര്ക്ക് ഉയര്ന്ന ഗ്രേഡും നല്കും.
പി.ടി.എയുടെ ആഭിമുഖ്യത്തില് നടത്തുന്ന പ്രീപ്രൈമറിയിലെ ടീച്ചര്മാര്ക്ക് വേതനം 600 ആയും ആയമാരുടെ ശമ്പളം 400 ആയും ഉയര്ത്തും.

Chief Minister V.S. Achuthanandan has said that the new pay scales recommended by the 9th State Pay Commission will be given effect from April.
Mr. Achuthanandan, who was talking to reporters after receiving the report from the Pay Commission chairman R. Rajendra Babu here on Friday, congratulated the Pay Commission for having completed its work in record time. The new pay scales would have effect from July 2009, when the wage revision became due, he said and added that the revised scales would make the civil service more efficient.
Finance Minister T. M. Thomas Isaac, who was also present on the occasion, said that the Pay Commission report would be placed before the next Cabinet meeting and subjected to simultaneous scrutiny by a Cabinet sub-committee and the Finance Department. It would also be published an open discussion. The government hoped to hand over the draft wage revision order to the Accountant General by January end and issue the final orders by February second week, he said.
Poll promises
Dr. Isaac said that with the implementation of the Pay Commission report, the Left Democratic Front (LDF) government would have implemented all its election promises. It would also thus become the first government in the State to have gone in for two wage revisions during its tenure.
While the wage bill of most other State governments was in the region of 30 per cent of their revenue earnings, Kerala's wage bill was already around 50 per cent of the State's revenue.

Once the current wage revision proposals are implemented, the wage bill would go up much higher and the State may have to borrow to pay salaries and pensions, he said.
The Finance Minister, however, said that the entire amount required for implementing the Pay Commission recommendations would be earmarked in the budget.
Mr. Rajendra Babu said that the Commission had interacted with representatives of 600 organisations to elicit their views about pay revision and to remove anomalies. The Commission, he said, had tried to propose the best pay scales possible.
Main Recommendations of the Pay Revision commission report details are as follows,
1. From age 80 to 85 there will be 5 % increase in Pension
2. From age 85 to 90 there will be 10 % increase in Pension
3. From age 90 to 95 there will be 20 % increase in Pension
4. From age 95 to 100 there will be 50 % increase in Pension
