Updated on 07.02.2016 at 10.24pmസര്ക്കാര് ജീവനക്കാരുടെയും അധ്യാപകരുടെയും ശമ്പളപരിഷ്കരണം സംബന്ധിച്ച് മന്ത്രിസഭ തീരുമെടുത്തു. ഫിബ്രവരിയിലെ ശമ്പളം മുതല് പുതിയ ശമ്പളം നല്കാനും മന്ത്രിസഭ തീരുമാനിച്ചു. പരിഷ്കരിച്ച ശമ്പളത്തിനും പെന്ഷനും 2014 ജൂലായ് ഒന്നു മുതല് പ്രാബല്യമുണ്ടാകും. കുടിശ്ശിക പി.എഫില് ലയിപ്പിക്കുന്നതിനു പകരം പി.എഫ്. നിരക്കിലെ പലിശ സഹിതം 2017 ഏപ്രില് ഒന്നുമുതല് നാല് അര്ധവാര്ഷിക ഗഡുക്കളായി നല്കും. മാര്ച്ച് ഒന്നു മുതല് ജീവനക്കാരുടെ ശമ്പളത്തില് 2000 മുതല് 12,000വരെ രൂപയുടെവര്ദ്ധനയാണുണ്ടാവുക. പത്തുവര്ഷത്തിലൊരിക്കല് ശമ്പളം പരിഷ്കരിച്ചാല് മതിയെന്ന ശുപാര്ശ സര്ക്കാര് അംഗീകരിച്ചില്ല.
കമ്മീഷന് ശുപാര്ശകളില് പ്രധാനമായും മൂന്നു മാറ്റങ്ങളാണ് സര്ക്കാര് വരുത്തിയത്. മാസ്റ്റര് സ്കെയിലില് ശുപാര്ശ ചെയ്തിരുന്ന 17,000 എന്ന അടിസ്ഥാന ശമ്പളം 16,500 രൂപയാക്കിക്കുറച്ചു. ശമ്പളപരിഷ്കരണ തീയതിക്ക് മുമ്പ് സര്വീസിലുള്ളവര്ക്ക് ഇത് ബാധകമാവില്ല. ടൈം സ്കെയിലുകളില് കമ്മിഷന് ശുപാര്ശ ചെയ്ത പൊതു ഫോര്മുലയ്ക്ക് അനുസൃതമായി മാറ്റം വരുത്തി. കമ്മിഷന് ശുപാര്ശ ചെയ്ത സ്കെയില് ഉയര്ത്തി നല്കല് നിലവിലെ സ്കെയിലായ 24,040 -38,840 സ്കെയിലുകളില് മാത്രമായി പരിമിതപ്പെടുത്തി. ഇവര്ക്കും ഒരു ഉയര്ത്തല് മാത്രമേ നല്കൂ. ഇതിന് മുകളിലുള്ള സ്കെയിലുകളില് വര്ദ്ധന അനുവദിക്കില്ല.
ശമ്പള പരിഷ്കരണ റിപ്പോര്ട്ടിലെ ഹയര്ഗ്രേഡുകളൊന്നും സര്ക്കാര് അംഗീകരിച്ചില്ല. നിലവിലുള്ള ഹയര് ഗ്രേഡുകളിലെ ശുപാര്ശ ചെയ്ത വര്ധന 2:1 (കുറഞ്ഞ സ്കെയിലുകള്ക്ക്), 3:1 (ഉയര്ന്ന സ്കെയിലുകള്ക്ക്, 24,040 - 38,840 മുതല്) എന്നിങ്ങനെ പരിമിതപ്പെടുത്തി. സ്കെയില് വര്ധനവും ആനുപാതിക വര്ധനവും ഒരുമിച്ച് ശുപാര്ശചെയ്ത കേസുകളില് സ്കെയിലെ വര്ദ്ധന ഒരു തട്ടില് മാത്രമാണ് അനുവദിച്ചത്. ഈ നിര്ദ്ദേശങ്ങളിലൂടെ അധിക ചെലവിലെ 900 കോടി കുറക്കാനായതായി മുഖ്യമന്ത്രി അറിയിച്ചു.

- 2014 മുതലുള്ള കുടിശിക നാല് ഇന്സ്റ്റാള്മെന്റായി നല്കും.ഈ കുടിശികയ്ക്ക് PF നിരക്കില് പലിശ
- ദിവസ വേതനത്തിലും വര്ദ്ധന. ആ തസ്തികയുടെ കുറഞ്ഞ അടിസ്ഥാന ശമ്പളത്തിന് ആനുപാതികമായിരിക്കും പുതിയ ദിവസവേതനം
- DCRGയുടെ പരിധി 7 ലക്ഷത്തില് നിന്നും 14 ലക്ഷമാക്കി

കമ്മീഷന് ശുപാര്ശകളില് പ്രധാനമായും മൂന്നു മാറ്റങ്ങളാണ് സര്ക്കാര് വരുത്തിയത്. മാസ്റ്റര് സ്കെയിലില് ശുപാര്ശ ചെയ്തിരുന്ന 17,000 എന്ന അടിസ്ഥാന ശമ്പളം 16,500 രൂപയാക്കിക്കുറച്ചു. ശമ്പളപരിഷ്കരണ തീയതിക്ക് മുമ്പ് സര്വീസിലുള്ളവര്ക്ക് ഇത് ബാധകമാവില്ല. ടൈം സ്കെയിലുകളില് കമ്മിഷന് ശുപാര്ശ ചെയ്ത പൊതു ഫോര്മുലയ്ക്ക് അനുസൃതമായി മാറ്റം വരുത്തി. കമ്മിഷന് ശുപാര്ശ ചെയ്ത സ്കെയില് ഉയര്ത്തി നല്കല് നിലവിലെ സ്കെയിലായ 24,040 -38,840 സ്കെയിലുകളില് മാത്രമായി പരിമിതപ്പെടുത്തി. ഇവര്ക്കും ഒരു ഉയര്ത്തല് മാത്രമേ നല്കൂ. ഇതിന് മുകളിലുള്ള സ്കെയിലുകളില് വര്ദ്ധന അനുവദിക്കില്ല.
ശമ്പള പരിഷ്കരണ റിപ്പോര്ട്ടിലെ ഹയര്ഗ്രേഡുകളൊന്നും സര്ക്കാര് അംഗീകരിച്ചില്ല. നിലവിലുള്ള ഹയര് ഗ്രേഡുകളിലെ ശുപാര്ശ ചെയ്ത വര്ധന 2:1 (കുറഞ്ഞ സ്കെയിലുകള്ക്ക്), 3:1 (ഉയര്ന്ന സ്കെയിലുകള്ക്ക്, 24,040 - 38,840 മുതല്) എന്നിങ്ങനെ പരിമിതപ്പെടുത്തി. സ്കെയില് വര്ധനവും ആനുപാതിക വര്ധനവും ഒരുമിച്ച് ശുപാര്ശചെയ്ത കേസുകളില് സ്കെയിലെ വര്ദ്ധന ഒരു തട്ടില് മാത്രമാണ് അനുവദിച്ചത്. ഈ നിര്ദ്ദേശങ്ങളിലൂടെ അധിക ചെലവിലെ 900 കോടി കുറക്കാനായതായി മുഖ്യമന്ത്രി അറിയിച്ചു.
മറ്റുതീരുമാനങ്ങള്:
- വീട്ടുവാടക അടക്കം മുഴുവന് അലവന്സുകളും കമ്മീഷന് ശുപാര്ശചെയ്ത അതേ നിരക്കില് നല്കും.
- സ്പെഷ്യല് അലവന്സ് റിസ്ക് അലവന്സ് എന്നിവയില് ശുപാര്ശയില് നിന്ന് 10 ശതമാനം വാര്ഷിക വര്ദ്ധന.
- പെന്ഷന്കാരുടെ മെഡിക്കല് ഇന്ഷുറന്സ് പദ്ധതിക്ക് അംഗീകാരം. വിശദാംശങ്ങള് ധനവകുപ്പ് തീരുമാനിക്കും.
- പുതുക്കിയ ശമ്പളത്തോടൊപ്പം 2015 ജനവരി ഒന്നുമുതലുള്ള 3 % ഉം 2015 ജൂലായ് മുതലുള്ള 6% ഉം ക്ഷാമബത്തയും.
- ഇതാദ്യമായി പെന്ഷന് കുടിശ്ശികയ്ക്ക് പലിശ.
- ലീവ് സറണ്ടര്, എല്.ടി.സി എന്നിവ തുടരും.
- ശമ്പളത്തിന് 12% ഫിറ്റ്മെന്റ് ബെനിഫിറ്റ് (മിനിമം ബെനിഫിറ്റ് 2000രൂപ) ഒരോ വര്ഷ സര്വ്വീസിനും അരശതമാനം വെയിറ്റേജ്.
- പെന്ഷന് 18% ഫിറ്റ്മെന്റ് ബെനിഫിറ്റ്.
- ഡി.സി.ആര്.ജി പരിധി ഏഴില് നിന്ന് 14 ലക്ഷമാക്കി.
- മറ്റ് പെന്ഷന് ആനുകൂല്യങ്ങള് തുടരും.
- എക്സ്ഗ്രേഷ്യാ പെന്ഷന്കാര്ക്ക് ഡി.ആറും കുടുംബപെന്ഷനും പുതുതായി അനുവദിക്കും.
- സമയബന്ധിത ഹയര് ഗ്രേഡ് പ്രൊമോഷന്റെ കാലപരിധി നിലവിലുള്ള രീതിയില് തുടരും.
- ശമ്പളം നിര്ണയിക്കുമ്പോള് ഇത്തരം പ്രൊമോഷനുകള്ക്കും സാധാരണ പ്രൊമോഷന്റെ ശമ്പളനിര്ണയ ആനുകൂല്യങ്ങള് നല്കും.
- അവയവമാറ്റത്തിന് വിധേയരാകുന്ന ജീവനക്കാര്ക്ക് പുതുതായി 90 ദിവസത്തെ പ്രത്യേക അവധി.
- ആരോഗ്യ വകുപ്പിലെ ഡോക്ടര്മാര്ക്ക് സ്പെഷല്പേ സമ്പ്രദായംതുടരും.
- പരാതി പരിശോധിക്കാന് അനോമലി സെല്.

07/11/1998 ന് സര്വീസില് കയറിയ പി ഡി ടീച്ചറുടെ പേ ഫിക്സ് ചെയ്യുമ്പോള് 01.11.2015 ന് Rs. 41500 വരുന്നു .07/11/1999 ന് സര്വീസില് കയറിയതായി പരിഗണിച്ചാല് 01.11.2015 ന് Rs.42500 വരുന്നു.ഒരു വര്ഷം കഴിഞ്ഞു കയറിയ ജൂനിയര് ക്ക് ഒരു വര്ഷം മുന്പ് കയറിയ സീനിയറെക്കാള് ബേസിക് പേയില് 1000 രൂപ കൂടുതല്.ഇത് പരിഹരിക്കപ്പെടുമോ ?

ReplyDeleteIf any junior gets more pay than senior, the seniors pay will be stepped up as that of junior. But increase of pay of junior is not due to the option filed in previous pay revision or any such thing.

ReplyDeleteIn cases, where a senior employee promoted to a higher post before 01/07/2014
(other than Time Bound Higher Grade), draws less pay in the revised scale than his
junior promoted to the same higher post after 01/07/2014, the pay of the senior
employee shall be stepped up to the level of the pay of the junior with effect from the
date on which junior draws more pay, provided that
(a) The senior and the junior employee should belong to the same category and
should have been promoted to the same category of post.
(b) The pre-revised and revised scale of pay of the lower and higher posts
should be identical.
(c) The senior employee at the time of promotion has been drawing equal or
more pay than the junior.
(d) The anomaly should have arisen directly as a result of the introduction of
the revised scale of pay and fixation rules.
(e) The anomaly should not have arisen due to any advance increment granted
to the junior in the lower post or due to the increased service weightage gained by
the junior.
Note (i) If the junior employee was drawing more pay than the senior
employee in the lower post in the pre-revised scale, the senior to such
junior shall have no claim over the pay of the junior.
Increment
(ii) In case where pay of an employee is stepped up in terms of Rule 8
above, the next increment shall be granted after completing the required
service of one year in the new scale from the date of stepping up of pay.

04/02/2004 മുതല് ഗവര്മ്മെന്റ് യു പി സ്കൂളില് ജോലിചെയ്യുന്നു . ഇതിനു മുന്പ് രണ്ടു വര്ഷത്തോളമുള്ള aided school service ഹയര് ഗ്രേഡ് നു പരിഗണിച്ചിരുന്നു. ഇത് സര്വീസ് വെയിറ്റെജിനു പരിഗണിക്കുമോ ?

in the scale of pay. Time spent on leave not counting for normal
increment shall not be reckoned. Service during the period of bar on
increment, without cumulative effect will be reckoned. Prior full time
regular service in aided schools / colleges / polytechnics, Municipal
Common Service, University Service, Panchayat Service and High
Court of Kerala Service will also be reckoned.

After fixing the amount as on 1.7.2014, an increment is adding on normal increment date. Then another increment is adding on 1.1.2015. I entered about 10 cases. In all the cases, an increment is showing on 1.1.2015. Is it correct?

3) In Sl. No. 2 - in Block Letters - two closing brackets - )) - given - pls delete one.
4) In the end of statement, along with Station, Date is printed wrongly, pls provide option to input date by the user.

1. 3 പേജിലായാണ് ഫിക്സേഷന് സ്റ്റേറ്റ്മെന്റ്ണ പ്രിന്റ്ന ചെയ്യുന്നത്.
2. ക്രമ നമ്പര് 14 മാത്രം രണ്ടാം പേജില് പ്രിന്റ് ചെയ്യുന്നു.
3. ക്രമ നമ്പര് 17 തെറ്റാണെന്ന് തോന്നുന്നു. (Pay as on 01-06-2018)

പരിശോധിക്കുമല്ലോ (Rule 28 A).
ഇത് വ്യക്തമായില്ല.

16-05-2015 ലെ ജീവനക്കാരന്റെ ഗ്രേഡ്, ശരിയായി സ്റ്റേറ്റ്മെന്റില് കാണിക്കുന്നു. എന്നാല് പ്രമോഷന് തീയതി 01-01-2018 ഓ 01-06-2018 ഓ ആയ ജീവനക്കാരുടെ ഗ്രേഡ്ഫിക്സേഷന് സ്റ്റേറ്റ്മെന്റിലാണ് തെറ്റ് കാണുന്നത്. അവരുടേതാണ് 3 പേജില് പ്രിന്റ് വരുന്നത്.
അത് കൊണ്ട് തന്നെ ഇത് പേജ് സെറ്റപ്പുമായി ബന്ധപ്പെട്ട കാര്യം മാത്രമല്ലെന്ന് തോന്നുന്നു.

it is wrong ( the incerment due on October every year) see the example shown in the order on 20-01-2016
I promoted as HM ON 03/09/2014 and notional fixation of HSA sel.grade on the same date. But in the software there is provision for one fixation only after my increment date on 01/09/2014. How can I fix my pay on both these.

ReplyDeleteIn your case next increment due after 1/7/14 is 1/10/14. But you have to enter this in employees details next increment after 1/7/14 column. Before blaming software you have to check what you entered and the date format etc.
If you entered next increment date is 1/10/14 and date format is dd/mm/yyyy then comment here again to point out software error

ReplyDelete23/06/2003 നു പ്രൈമറി അധ്യാപികയായി . 2006 ല് ഒരു വര്ഷ ശൂന്യ വേതന അവധിയില് BEd എടുത്തു . 2011 ഫെബ്രുവരി 22 നു hsa പ്രമോഷന് കിട്ടി . പ്രൈമറി ഹയര് ഗ്രേഡ് ലഭിക്കുന്നതിനു മുന്പ് പ്രമോഷന് കിട്ടിയതിനാല് രണ്ട് ഇന്ക്രിമന്റ്റ് മാത്രമാണ് ലഭിച്ചത് .25/08 /2003നു എനിക്ക് ശേഷം സര്വിസില് പ്രവേശിക്കയും 03/08/2015 നു പ്രമോഷന് ലഭിക്കയും ചെയ്ത യാല് എന്നെക്കാള് ശമ്പളം വാങ്ങിക്കുന്നു.എന്റെ ഇപ്പോഴത്തെ അടിസ്ഥാന ശമ്പളം 16980രൂപയും അവരുടേത് 17860രൂപയും ആണ് . ഈ അപാകത പരിഹരിച്ചു കിട്ടാന് സാധ്യതയുണ്ടോ?

1. Find the corresponding revised scale
2.The pay is fixed to the minimum of Revised scale as on date of joining.
3.Next increment is given to the next year 1st day of the month (subject to the probation declaration)

So your pay will be revised on that day itself.
After that you can have 8th year grade pay (due on 16/6/2015).

....will be treated as "deemed to have come over to the Revised scale of pay on joining date."

ReplyDeletesir.sonu malappuram..i was enter in service as LGS IN 19.10.2012 (8500) . as on 1.7.14 my basic pay is 8730 (18000 R.SCALE) GOT increment 8960 (18500)in 1.10.2014 .And got new psc apoinmnt as LDC in 4.2.2015 . what will be my new basic pay in 4.2.2015? in the prev.scale i never got fixation benefit of NI and NHS . can i refix it in the new scale as per rule 28 A?

You are lucky....
the stages are.....26500 ; 27150 ; 27800 ; 28500 .....
fix at next stage : 27800
That is revised pay on 01/07/2014 : 27800
on 01/11/2014. : 28500
on 01/11/2015 : 29200.

01/09/20014 എന്നാണ് എല്ലാ software ലും കാണുന്നത്.. അതു തന്നെയാണോ ശരി? 2 മാസം കൊണ്ട് ഒരു increment കിട്ടുമോ എന്ന ആശയക്കുഴപ്പം..എല്ലാവര്ക്കും ഇനി മുതല് 1/7 ന് ആയിരിക്കും increment എന്ന് ചിലര് പറയപന്നു..
my basic on 01/07/2014 is Rs.27820/- and increment month january. which is by basic pay on 01/07/2014 as per pay revision. the Programme cannot be downloded

Joined as LDC in Cr,Judiciary dept on the F.N of 17.10.2000.Relieved on the A.N of 30.01.2006 and joined as Junior Asst.in KSFE on the F.N of 31.1.2006. Again relieved on the A.N of 25.7.2009(saturday) and joined duty as H S A on the F.N of 27.7.2009 and still continuing as such.I would like to know that whether my service prior to KSFE can be counted for service weightage or not. Kindly clear my doubt in this regard.

ReplyDeleteenter next increment after 1/7/14.In your case it may be on 1/2/15. After grade fixation on 23/2/15 next increment will be on 1/2/16.

ReplyDelete1) Undertaking : Correct the spelling of 'scrutiny' in the paragraph. The correct spelling is 'scrutiny'.
2) In the Undertaking, there is excess space between different stages / increment rates in the scale of pay.

ReplyDeleteI have got HSA higher grade on 1/06/2014 and pay fixed at Rs; 19240/- in the scale of pay 16980. Date of option 01/07/2014. I got promoted as HSST ( Jr) on 01/08/2015 in the scale of pay 16980. Can I get a notional increment on 01/08/2015 i.e on my promotion date.

ReplyDeleteHeard that those who got grade promotion after 1-07-2014 should regularize their service and then fix the new salary. I have not participated in any strikes. My selection grade is from 1-10-2014. Would there be any change in my new basic pay?
Please clarify more on this regularization of service.

ReplyDelete7.11 Time Bound Higher Grade to teachers: Lower Primary and Upper Primary
Teachers are allowed 3 TBHGs on completion of 8,15 and 22 years. LP/UP Head
Masters will get 2 TBHG on completion of 8 years as HM or 28 years of service as
LPSA/UPSA and HM taken together and another TBHG on completion of 20 years
as HM. High School Teachers get 3 TBHGs on completion of 7,15 and 22 years.
Higher Secondary/Vocational Higher Secondary School Teachers get 2 TBHGs on
completion of 8 and 15 years. As the entry post’s scale is 20740-36140, they get
TBHGs on the basis of Table Scales.
7.12 The Commission recommends Time Bound Higher Grades to teachers as shown in
Table 7.2. The time intervals will be same for both LP/UP Schools and High Schools
ie., 7,14 and 21 years. LP/UP Head Masters will get 2 TBHG on completion of 8 years
as HM or 27 years of service as LPSA/UPSA and HM taken together and another
TBHG on completion of 20 years as HM Pay of those who have already received
Time Bound Higher Grades on Time scales may be protected, if any loss occurs to
them due to discarding of “Table Scales”.
